I thought the SU contract winner was to be announced 7/17/17, but I cant find anything on the winner. DEWM$$$$$$$$$$$$

You mean where it says "this upcoming week" (see below)? That could mean the week we are currently in or the upcoming week which would be next week. Or both

Ok, if they know if they won the contract then they should put out the PR stating it.

If they don't know then the other 2 PRs make sense. First one says board member involved, next one locks in some potential IP or royalty via license agreement of a provisional patent pending one way or another.
