The best part of re-purchase is "All shares that have been purchased will be cancelled and eliminated from the existing outstanding share count". A lot of the big corporations award some of the shares to execs, they don't cancel all of them. I suspect VTSI thinks the 1.80 PPS is as low as it's going to get.
