I think that what Frank is trying to say here is that GTE will use that service. Therefore, it becomes an expense if anything.
It's a service THEY provide and Globetel has chosen to use it.

Globetel probably bought the v911 so they could offer Vos Brasil in Miami area. They probably just got included in a PR about stuff unrelated to their reason for buying it. They didn't pr the equipment purchases Centerline had to make to set up. That company could cite GTE in their pr's also, but it wouldn't be a material event, would it?

You misread the atricle confused Intrado providing services to GTE which is the same thing Intrado is doing for LA county as GTE having a part it

Intrado announced ealier GTE was one of the companies it provides services for.

Neither are close to a material event

GTE has no obligation to inform you.

If you want to know more of who provides services to GTE you get a job in the accounting or purchasing departemnt.
