Indeed it does, so I would expect some to be confused by it. It does some thinking, but ultimately he is just insuring that no-one can do hostile takeover or vote him out of office. I don't really think he was trying to cheat shareholders out their take. But he could be doing this intentionally as well because there other ways to handle it. The beauty of his technique is that he can dilute the stock into the ground and never lose his 51%.
