Yes, that's it exactly.

And to make it worse the market was already owned by a collection of far larger companies with established track records. So when Virtra came up with its bright idea it has taken many years to convince the powers that be that they should dump the competition and go with Virtra. Obviously that has not happened yet. But they are getting there.
