Those are non-existent for Microcrap scams. A Microcrap scam comes in 2 flavors:

1. A pure scam, where everything is BS.

2. A scam where there exists a business in the background. However, it's not profitable, and the shares have no accrued value. How does it cover operating costs? By dumping stock to retail.

PMCB is an example of #2. A biotech who just doesn't seem able to be able to get an IND in so they can proceed with a clinical trial. They claimed to have $1M+ in cash on their balance sheet. The CEO hero for this scam is collecting $375K for a salary, and 300K shares per month as compensation. Over 800M in the O/S, so plenty of 1% dumping room for the CEO. The rest of the BODs adds up to close to $1M in salary. They also get stock compensation. Various consultants to be paid. Revenue coming in: $0.00. Large pharma or private equity financing: $0.00. So they keep pumping about how they have a miracle cure for pancreatic cancer (30 yrs old), and keep dumping shares. One has a company that appears to be a "legit play", a really good scam angle (e.g. cancer cures are emotional and vigorously defended by the dreamers), but outside of dumping shares, no way to pay the scammers.
