That's not true, even IF the Prefs are capped (which I think is NOT the case) it would not mean that there is no 75/25 split from the beginning. The 75/25 split is there, independent of a cap for the Prefs. So when the Prefs see the first dime, also the Commons will!

Also note that if other posters are correct and Prefs are indeed "capped" at face value, $10B would be insufficient to satisfy them fully.

This would mean that Commons would not see a dime since the amount that would be owed to Prefs (plus Interest) would far exceed $10B.
