He directed permitting, design, construction, operations and reclamation of underground gold mine on the border of Yellowstone National Park. He served as Vice President of Operations at Oil Recovery Enhancement LLC, Bozeman, Montana and Managing Partner of the Jardine Group LLC, Gardiner, Montana. He served as Senior Operations & Environmental Officer and Mine General Manager at the Mineral Hill Mine, Jardine, Montana. He was a Managing Partner of the Jardine Group LLC. He serves as an Executive Director of New Era Petroleum, LLC of Sheridan, Wyoming. He serves as an Executive Director at New Era Petroleum Holdings, Inc. He served as a Director of RockWell Petroleum Inc. He served as a Director of First Liberty Power Corp., from August 2010 to March 2012. He is a Principal in development, implementation and supervision of safety programs which resulted in award-winning compliance, low injury incident rates and zero fatalities. He authored or Co-authored technical papers on wildlife management and mining environmental management. Mr. Hoak holds a B.Sc., in Environmental Science (Magna Cum Laude, Departmental Research Honors) from Allegheny College, Meadville, Pennsylvania.
