That was my thought as well, if it was going to be a merger or buyout shareholders on both sides would have to take everything into consideration and vote.
My thoughts are that Health Canada is presenting them with a sales license hence the upgrade to the venture and production increases. If this is the case hold on to your seats come monday morning!
