Here. Does this article from Edwards Air Force Base help you at all in your assessment of the standby situation?:

It would seem to me that they are on standby to react - NOT a full-out standby of the entire base. Or in other words, they are not shutting down operations for one mission only. They are perparing - on standby - ready to go when and if they get the call - provide all the services necessary to accomodate the Shuttle and its crew. And all that jazz.
