I don't think so, i think during that time period mgmt was not allowed to sell their shares yet, there was a restriction when it went from ccry to artr.
The last major dilutive action taken by the company that i am aware of was an approx 1B free trading share issuance at a par value of 0.00001 (yes, 4 zeros) to "settle debts" just before the spring of 2013. That is another part of the equation that sold us all the way down to 0.0001. Those shares had been issued just prior to their residential wash system PR and the PPS subsequently flew to 0.0054 on massive volume before it began it's freefall in late 2013 and 2014. Many here think mgmt has held on to their shares though.
