A VAR purchases a product from a manufacturer, adds value to that product in some way and then resells the product as its own.

Great point, if SFOR is a Vaue added reseller, then ACS will be selling the product as it's own. Meaning ACS will reap the rewards. That is if SFOR can get it's SAM registration current and get on a QML listing.

Please define a QML listing.

Qualified Manufacturers List (QML)

A list of manufacturers who have had their products examined and tested and who have satisfied all applicable qualification requirements for that product.

see that All applicable qualifications, guess what, an active sam is. You must have an active sam to do business with the federal government.
