Many reasons...

First of all, their earnings are much higher than that, but they choose to pay down debt, expand the network, and they took a sizable depreciation write down.

And their assets are considerable! They own the Chicago Charging Network which is worth millions!

Maybe a better question is how can companies on the pink sheets with no revenues, massive losses, and no actual offices have $100m+ market caps?

He got paid and so did the employees and their phones and the vehicles.
Also he decided to do a $108k depreciation on some assets and it made the bottom line look thinner (he did it for tax reasons)

The annual report was very strong.
