It also mentions power as one of the main costs. He probably did about 30 mins of DD. The power will nearly all come from solar panels that the customers will be paying for. Refer to Elon Musk's recent 1 billion dollar investment in rooftop solar in Mexico for DD purposes,

http://fortune.com/2016/09/28/solarcity-mexico-investment/

It will probably produce more power than needed and I believe Mexico is required to buy the extra power back, from the article

an incentive known as net-metering that requires utilities to buy surplus power generated by rooftop solar panels

So that leaves water/sewer and roads and probably a few other expenses.

How much does it cost to build a few roads in mexico to keep up with the growth?

That leaves us with water/sewer. A definite expense worth looking into but nowhere near the cost he was trying to imply.

But yeah, if he was referring to the entire cost maybe. The cost will come incrementally and Jan has done this before. Also Alejandro our project manager,

Alejandro is an accomplished Civil Engineer who has managed 750 construction projects and 500 public tenders, covering a diverse range of development work for the Municipality of Ensenada, which takes up the majority of the state of Baja California. He was also the Plan Manager for Housing and Topography for all of the area within the municipalities of Tijuana, Tecate, and Rosarito Beaches for several years
