It will probably produce more power than needed and I believe Mexico is required to buy the extra power back, from the article

So that leaves water/sewer and roads and probably a few other expenses.

How much does it cost to build a few roads in mexico to keep up with the growth?

That leaves us with water/sewer. A definite expense worth looking into but nowhere near the cost he was trying to imply.
