I'm not sure that's 100% correct, since from reading up on Safe Harbor, it seems that we're not at that point yet.

Safe Harbor protects assets from the Debtors in bankruptcy, Creditors and the Receivership (FDIC).

IMO, Creditors are out of the picture, so either the Bankruptcy and/or the Receivership must be officially closed, before assets are released.

It's possible that we could see cash from the DB payment from the FDIC, but the bulk of the protected assets, I believe, are controlled by the FDIC.
