It means they are not smart... why? Because he said BIG NUMBERS will come on 2H which means they will double, triple, or be millionaires by the end of the year... their investment will be secure and multiplied by the end of the year... WHO DOES NOT WANT A 100%-1000% RETURN ON THEIR INVESTMENTS?
