The topic of VOP has many layers depending on the view of the reader and Ihub. Are the parameters that define VOP actually standardized?
Is that even possible? I don't think so.

Not to even go into how vop's are enforced, but what constitutes a vop? A veiled threat with a link to another post? Linking your place of employment and linking your picture? A link to another trash website with all your personal information laid out that allows vop's openly as long as they are about 'bashers' on Ihub?

Obviously it isn't black and white and needs some admin considerations. And admin's decision of whether it's a vop varies from a members in many ways. I too agree that punishment should be harsher in many cases.

That said, I've noticed through the years that Ihub has many gray areas in function and daily activities which allow wiggle room for mods and administration. Perhaps this is part of the reason Ihub is still around and junk like Yahoo robot forums have to keep re-inventing itself.
