I think the fact they aren't dead in the water and would actually file a quarterly would entice people to jump back in. This feels like a 15% pop, but that is only a wild guess.

No, they aren't compliant with the OTC, there's still no financials for more recent quarters. This may mean they are catching up and will get compliant, but they have not yet.
