The definition is supposed to be "no MM is making a market for this stock" What that really means I have no idea, as every trade has an MM that "gets credit for the sell side of a transaction".
That would mean some MM is responsible for the 1,914,709 in the first half of Oct/15, (ALTHOUGH, NO ONE CAN TELL BY THE MM "Monthly Share Volume rEPORT")
