We don't base valuation on authorized shares (AS) whether OTC, Nasdaq, NYSE...it makes no difference. That's market 101 and understanding the basics of investing. We base value on total of outstanding shares trading in the market, in this case 4.2b shares, sorry to break it to you. AS may be used for potential future issuance often for preferred shares or acquisitions that may never be a factor, but what matters today is solely based on outstanding shares.
