I do agree with you that they should have not gotten involved in the restaurant business since most of them go bankrupt. Miller probably talked them into it since thats who is involved with Modern Round
On the other hand I am only assuming this might be a Modern Round opening in Vegas since it talks about the training law-enforcement receives.
