I don't think he "reimplimented" anything. This was a different plan than he initially intended to "impliment".

Commonsense shareholders know that a buy back would not Dilute but add too shareholder value and as far as dumping goes, Better study up....as not a single Form 4 has been filed with the SEC, and therefore claim's of Wayne dumping billions is not only invalid, but it is outright ludicrous and preposterous. According to the SEC:

"Changes in ownership are reported on Form 4 and must be reported to the SEC within two business days."
