Baloney. He re-implimented the plan in 2014 while insolvent and carrying toxic dept. The company has been insolvent and carried toxic debt ever since. He claims to have "re-purchased" stock during that time which is both illegal and it dilutes shareholders by multiple shares for every share bought back. Wayne is proud enough of it to have written several PR about it to try to get people to buy the stock he was also dumping the whole time.
