Possibly, but if it is manipulation to what end? since buyers started taking out his offer and he is still there. At first I too thought someone was trying to accumulate at a lower price by showing a big offer for sale, but then if this is the case he would pull the offer once someone stated buying, but that is not the case. It simply appears more like an inexperienced trader in penny stocks. JMO
