so would you disban the army corp of engineers? fema? then the feds have no responsibility in times of emergency?

I think that's a bit too narrow. the local officials need to bear much of the responsibility but the reality is that sometimes the federal government is key to resolving problems. A good example of that that comes to mind is when Enron was ripping off California and the feds refused to interveen.
