in my opinion no... the local officials are ultimatly responsible even for the Levee system...Even if it is just oversite...
What is the local government for if they can not deal with local problems themselves .. I for one do not want people 2000 miles away trying to solve my local problems....who better to do it than those elected locally to do it...
