One would think so, but we have seen numerous cases of T/A's issuing stock that takes companies over their authorized. It happens more often than you would think.
A lot of Transfer Agents don't do their jobs correctly and ignore the applicable laws and regulations. Which is why certain T/A's are very popular with penny stock scammers.
