Sounds like they only 'expect' to exceed 250,000 members this year. They are not there yet.
I wonder what there method of reaching out to potential customers might be, and what made them choose that particular number.
Keep in mind, even if they reach that 250k milestone, many (perhaps most) of those members will be only free members with no revenue to Bbooth.
