Yes actually read from EDGAR and then read the actual language. They are raising the AS between now and March 31st to allow for the final dilution of this turd to NO BID X .0001. Then once that final death blow occurs between now and May 15th they will file for an RS.
This SERVES AS NOTICE to the public that both events are to occur and at anytime between now and May 15th.
