With all of the due diligence you have posted, I am actually feeling rather optimistic.
Scouring the S4W website again,I saw this and had the same thought regarding VOXX's seriousness about the camera:

I also went though all of the S4W partners websites and no one, other than Neah, appears to be producing batteries or fuel cells.
One S4W partner is offering this:

The hydrogen drones that I have seen so far all run off of compressed gas. The formic acid reformer will truly revolutionize this market IMO. Much more convenient, especially for military or covert operations.

Voxx looks very serious about this.

Under the agreement, NEAH POWER will deliver commercial units of its patented formic acid reformer fuel cell (Formira HOD™) and engineering units of its PowerChip® fuel cell and PowerChip® Battery. In addition, NEAH POWER will provide S4W with engineering and technical support to ensure successful integration into S4W’s products.
