What shorts ? FINRA shows Zero as of last report: http://otce.finra.org/ESI Risk-Reward sucks shorting penny stocks, plus tying up $2.50/share in a margin account, makes shorting a financial rarity.
It can make sense in a few cases where stock price has shot up a crazy amount for no good reason. OWCP is an example, where there's some shorting, but even there, short volume is not significant compared to daily volume.
You dismiss me with "wrong" however my account of actual events are in fact accurate, also your comprhension of my statement may be cause for your jumping to conclusion ignoring my full statement. I stand by my post; a name change will not necessarily cause a major up swing however other circumstances are in play here so I cannot predict the actual outcome.
