I suggest it is a two party agreement and changeable with both agreeing or mostly Treasury not wanting the money -- and FHFA not arguing of course ......... it could be done each quarter or a fourth amendment put in to replace the third

now lets see what the attorneys say

So the NWS was an amendment to a contract, agreed upon by the Treasury and FHFA.

If Watt were to try to end the sweep alone, he'd be in breach of contract for the benefit the Treasury receives. However, if Mnuchin were to try to end the sweep alone, Watt could only sue for the benefit FHFA receives from the sweep. Since FHFA receives no actual monetary benefit from the sweep, he wouldnt be able to sue.

Therefore, Mnuchin can end it by himself just by repudiating the Amendment.
