That makes sense to me. I wonder if it would require a 4th amendment or if they could cancel the 3rd amendment. I guess there could be things in the 3rd amendment that are preferred by FHFA and Treasury to keep in place. So a 4th amendment would be necessary among other reasons that I am not aware of.
