Not exactly. Watt has stated that Conservatorship is not a viable long term state, true...but he also said it is a necessary state until Congress restructures the GSEs. Since the 4th Amendment you propose would not accomplish this, there is literally no reason to believe Watt would support such a 4th Amendment or allow it.
