Lets be clear, it was a censure for the original failure to rotate. Lets see what happens for all the charges after that,

-like failing to communicate the breach

-like falsely affirming to TAUG that they could reaudit and taking 25K and not returning it.

- like not transferring the working papers and not answering a clients requests or communications..
