Pretty much this - I'm assuming they're just waiting it out until dilution is finished, which is the worst possible plan. Drys raised 200 million while undergoing heavy dilution, they kept releasing news updates during the process to offset.

Dan/IR have no idea how to deal with this, what a joke.
