They are not required to disclose that they anticipate a contract will be announced ... just that one has occurred. So, no, I am not saying that they have already entered into a "significant" contract. I am saying that if and when such an announcement is made, that it will have a more significant impact on the PPS when trading on the NASDAQ vs the OTC.

If they had a major announcement, wouldn't they say so?

Are you suggesting they are waiting for the "right moment"?
