If they had a major announcement, wouldn't they say so?

Are you suggesting they are waiting for the "right moment"?

A major contract announcement would have significantly more impact when listed on the NASDAQ rather than the OTC due to the fact that there are more investors that are willing and able to purchase the stock.

I'm not sure I agree with that premise.
