There is no such thing as a 30 day range. It is made up. Truth is that there is no official range, meaning it could be another 10 years.

a Pre14C, the RS cannot occur until March 8, at the earliest.

That is 36 days from January 31.

36 > 30.

As already pointed out, the +/- 30 day concept was completely made up in this context. Read my other posts on the subject. I included a few links here and there to Cornell Law and an actual honest to god legal case.
