Sorry you are mistaken..
During the period ending Sept 30 2016 the company issued 225,525,481 of restricted shares to certain officers and directors of the company, service providers and holders of convertible notes.
Restricted shares (144 Shares) hold a 6 month restriction and can not be sold until after March 2017, then can only be sold at less than 10% of the monthly volume...therefore as of tomorrow there are 89,382,270 shares in the float.
