Supposedly, so someone doesn't make stupid votes just to make a point. Can't recall who it was, but someone threw in a stupid vote this year just to make a point. They want the voters held accountable I guess.
I think it's a terrible idea. See the Presidential Election for proof of how people get publicly shamed for supporting their candidate.
I also don't understand why a few years back they cut the 15 years on the ballot down to 10.
Of course I also don't understand why the voters seem to be lowering their standards for who gets in.
