It's possible the Arrow 3 system is better than nothing. We still don't have the technology yet to reliably hit a missile with a missile.


The analysis of the US Patriot Missile system lent to Israel showed the system intercepted only 6% of the incoming missiles from Syria and Lebanon.

Worse still, more damage to Israel was caused by Patriot Missile debris than by missiles from Syria and Lebanon.

This last part is what they've improved - by more completely destroying their own defense missiles before they land when they fail to hit a target in the air.
