or buying is done on BOTH sides to stagnate a share price and not create an increase in the PPS.

If I had 10 mill shares of a stock and put 1 mill on the ask it makes it appear I am trying to sell 1 mill and can easily sway someone to sell, and WHEN THEY DO I also have a standing order to pick up any shares sold at the bid PLUS a tad with a market maker.
