Well... I know that the legal shorts should have a share to back it up somewhere. And I'm assuming this count are those short shares.

So when these 28m shares were sold, and then bought to close some of these legal short position, they were subsequently delivered to whatever was the last position that bought them.

I guess it makes sense then.
