Presumably, the categorization was changed from no information to limited information when SPCL met this requirement with the 8-K filed on 12/1/16:

"Companies in this category have limited financial information not older than six months available on the OTC Disclosure & News Service or have made a required filing on the SEC's EDGAR system in the previous six months."

Note that it doesn't specify the nature of the filing, only that it be required.

Answers: I presume the STOP sign was changed to YIELD because SPCL filed their 8K to the SEC. OTC Markets can post whatever they want but ANY OTC Markets postings have NO relevance whatsoever for SEC Registered stocks.
Only EDGAR filings are relevant for SEC Registered stocks.

Answer #2: I have NOT read the 8K or any of the exhibits so I have no comments to make on the Common or Preferred Shares or any share exchange agreements.

My posts have been entirely about SEC compliance for Solaris Power Cells whether the company is a shell or not. They are still registered with the SEC and the company is 15 months delinquent in filing Financials. Pixel Holdings Inc. MUST MUST MUST deal with the delinquencies or Solaris Power Cells MUST MUST MUST de-register from the SEC.

A private company simply cannot take over an SEC Registered company and make all of the obligations of the SEC Registered company disappear.
Either Solaris files all delinquent Financials or Solaris de-registers via FORM 15 to enable Pixel Holdings Inc. to fully take over the company and keep the ticker SPCL, OR Pixel Holdings Inc. files a new S-1 to register NEW shares OR Pixel Holdings Inc. files a new FORM 10 to register a new merged company.

they supplied information to otcmarkets, a nonregulator and a private company. stop signs, yield signs, or any other kind of sign don't mean shit to the sec.
