this is how a pure retail play works. that bid sitter doesn't want to pony up so it's a waiting game. retail will come in again just keep watching.

players are always thinking there will an ax that comes in so they're hesitant & 99% of the time it's the right move. on pure retail plays that don't have an active debt seller there is no AX just lapses in action.
