They don't bother trying to justify it, they just do it.
There's the boilerplate Stinky-pinky answer about needing money for growth...blah blah, but look at where the money goes.

First ... they don't care

second .... they don't care about investors

third .... they only care about themselves.

It's the way it goes in stinky pinky land....always has been, always will be.....

PLUS MYDX guys,their buddies and the insiders like having their own ATM..and the toxic debt guys like it too.
