Hot Spurs: I have posted this point before. As with Spain (of major importance as the treasure bearing shipwrecks are primarily Spanish), they are a signature to the UBESCO Underwater Cultural Heritage Treaty. No deals. Treasure hunting countries attempting to ban together to contest these ownership issues would be of no significance. Millions of dollars in legal costs and immeasurable time (years and years) it would take working through the International court (Hague) processes. I don't disagree. These ships were lost and abandoned in my opinion but that's not the way Spain and a number of other countries view it.
