(Remember that Vitra's largest potential contracts are with DHS per prior agreements PR'd). That's exactly what was/is being suggested by members of Trump's transition team like Kris Kobach as a way to fund the wall, I mean glorified fence, quickly without any Congressional approvals and without having to wait for money from remittances (which are easy to circumvent) which was the initial plan and will take time to accumulate.
